Title I Information

Title I is a federally funded program designed to provide a high-quality education that will enable all children to meet the state’s student performance standard. Title I originated as part of the Elementary and Secondary Act of 1965 and is now associated with the “No Child Left Behind Act (NCLB)” passed by Congress in 2002. Title I programs can provide supplemental instruction in reading, math, science, and social studies. These programs use effective methods and instructional strategies that are grounded in scientifically based research.

A school is selected as a Title I school on the basis of the number of students within its boundaries who are eligible for free or reduced-priced meals. Rebecca Creek Elementary School (RCES) is a school-wide Title I program so any student may participate in Title I programs based on their academic need. 

At RCES, our Title I funding provides for two Campus Instructional Coaches (CICs) who work with individual students or groups needing additional academic support, as well as an Early Reading Interventionist and a Pre-K paraprofessional. 

As part of Title I requirements, these guidelines are reviewed and/or revised annually by a group of staff, community members, and parents. In accordance with federal law, these guidelines will be translated and provided to families into the language that our parents/families understand.

Title 1 Parent and Family Engagement Policy

2024-2025

 Research shows that students are more successful when their parents/guardians are actively involved in their education. The Title 1 Parent Involvement Guidelines, in cooperation with the School-Home Compact, were developed to guide the expectations of each individual having direct impact on our students’ education. Both items were created with the assistance and approval of parents, community members, and school administrators.

Rebecca Creek Elementary School conducts a Fall Annual Title 1 Meeting, held within the first quarter of the school year, which will provide information on Title 1 laws, the requirements, and the rights of and benefits to parents and students. Parent/Teacher Conferences provide an opportunity for parents/guardians to make suggestions and participate in decisions relating to the education of their children. A Spring Annual Title 1 Meeting will be held in the last quarter of the school year, allowing parents, community members, and school administrators to update the current School-Home Compact and the Title 1 Parent Involvement Guidelines, as needed.

Rebecca Creek will make available information and opportunities that will help guide parents when working to improve their children’s academics. The Title 1 Specialist will be provided information on how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate parent programs, and build ties between the parents and the school. 

 

Parent Involvement is very important to Comal ISD.  Rebecca Creek Elementary School has staff who are available to assist families in a variety of ways.  Our staff can provide opportunities for parents/family members to be actively involved in their students’ academic life.  Information related to school and parent/family programs, meetings, and other activities is sent to the parents/families via the student and various forms of media, to include email and other forms of social media.

Student - Family- School Compact

2024 - 2025

The purpose of the home/school compact is to communicate a common understanding of the mutual goals of home and school. Rebecca Creek Elementary believes that families and school staff should be partners to help each student reach their highest potential. This compact is reviewed and/or revised annually by staff, community members, and parents. Translation to Spanish is available if needed.

Our commitment to our students:

  • We will strive to provide a safe, caring environment in which all children can learn responsibility for his/her behavior and learning.
  • We will provide opportunities to train teachers and families on how they can build partnerships to support student achievement and seek family and community input.
  • We will maintain open and regular communication between teachers and families concerning student accomplishments, as well as areas of concern.
  • We will provide high quality, challenging, and engaging instruction to all students in a supportive environment.
  • We will provide support to meet the needs of each individual child and ensure parents have a voice in decisions related to their student’s academic needs.

 

Student:

I realize that my education is important and I am responsible for my success. I will strive to:

  • Follow classroom and school rules while showing respect for my classmates, school staff, and school property.
  • Believe in my capabilities and myself. I will demonstrate this by completing my classroom and homework assignments on time and will ask for help when I don’t understand.
  • Come to school with a positive attitude, prepared, and ready to learn.
  • Discuss with my parents what I learned at school and give my parents/caregivers all notices and information given to me by the school.
  • Read at least 20 minutes a day outside of school about something I enjoy.
  • Use all technology that is available to me in a responsible manner.

 

Parent/Caregiver:

I want my child to achieve. Therefore, I will encourage him/her by doing the following:

  • Assist my child in getting to school on time and attending school for the entire day.
  • Access Skyward to view my child’s grades and other information.
  • Strive to set time aside to read to my child regularly.
  • Provide enough time and an environment at home that allows my child to complete schoolwork and/or study at home.
  • Reinforce the importance of respect for self and others, school staff, and school property.
  • Encourage my child’s learning at school, at home, and in the community.

Subject: Notification to Parents of Teacher/Paraprofessional Qualifications 

In accordance with Every Student Succeeds Act (ESSA)/ PARENTS’ RIGHT-TO-KNOW, this is a notification from Rebecca Creek Elementary to every parent of a student in a Title I school that you have the right to request and receive in a timely manner: a) information regarding the professional qualifications of your student’s classroom teachers and/or paraprofessionals.  

The information regarding the professional qualifications of your student’s classroom teachers/paraprofessional shall include the following:  
I.    If the teacher has met state certification/qualification criteria for the grade level and subject areas taught:
II.    If the teacher is teaching under emergency or other provisional status through which state certification/qualification criteria are waived;
III.    The teacher is assigned in the field of discipline of the certification;
IV.    Whether the student is provided services by paraprofessionals, and if so, their qualifications [ESSA 1112(e)(1)(A)(i)-(ii)]
 
In addition to the above information you will be notified if your student has been taught for four or more consecutive weeks by a teacher who does not meet the applicable state certification requirements at the grade level and subject area in which the teacher has been assigned. [ESSA 1112(e)(1)(B)(ii)]  

Teachers may meet this requirement if the district is implementing its approved District Innovation teacher certification policy or if the teacher meets the State Certification assignment rules.
